Abstract
Drawing on key policy documents and parliamentary debates on legislative Bills, Chapter 3 demonstrates the intention of advocates and legislators to address a particular kind of violence (coercive control), perpetrated by men against women. This is the first time the specific intent of domestic violence legislation has been explicitly established, rather than assumed or implied. The advocacy, policy and legislation in Queensland, Australia, is used as a case study to do so. The analysis shows that a continued focus on the type of relationships to be covered in law, rather than the type of violence, entrenched the problem: laws designed to protect women being used against them. Further, it reveals an unlikely alliance between feminists and conservative governments in strengthening state power over women.
