Abstract
The exceptional circumstances of the last few years, with the removal of a president as well as a transitional period towards the reestablishment of a traditional political system, bring into play numerous domestic and international players and considerations, underlying the importance of a more balanced foreign policy, much of which defines my tenure as a foreign minister.

In the Egyptian system, it is the president’s prerogative, not the prime minister’s, to choose the ministers of defense, foreign affairs, interior, and justice. It is also traditionally the practice for the ministers of defense, foreign affairs, and interior to primarily, but, of course, not exclusively, report to the president.
