Mechanism of Import Substitution in the Machine-Building Complex in the Format of Industrial Cluster

Abstract

In this article, we formed an import substitution mechanism that allows justifying the expediency of its implementation through the cooperation of enterprises into an industrial cluster. The mechanism allows analyzing the processes occurring in blocks of the industrial cluster , as well as identifying the nature and directions of their interaction. We analyzed the effectiveness of the development of the cluster based on the works of Porter and Enright. The management process of an industrial cluster involves the calculation of the expected characteristics, which reflect the feasibility of combining machine-building enterprises. In this article, we have carried out optimization of economic processes in blocks of an industrial cluster . At the same time, we can predict performance indicators and adjust the development strategy of the industrial cluster. The proposed mechanism helps to optimize the development of import substitution in the region, taking into account the main goals at the stage of modernization.
