Abstract

The development of the concepts of sovereignty and federalism went hand in hand during different eras of the European modernization process in the last 500 years. During this time, both concepts were combined with ideas of republicanism, intergovernmentalism, nationalism, idealism and socialism. However, inconsistencies led to an overemphasis of sovereignty, from which a European federation could not emerge. The overemphasis of sovereignty and nationalism and the absence of international or European institutions led to two world wars and the complete destruction of the European state system. The interplay between sovereignty and federalism was therefore not able to lead a path to European integration; a different approach is needed.

    Monnet had been Churchill’s special envoy towards US president Roosevelt since 1941. Monnet was a leading negotiator of the land and lease act, that supplied the UK and the Soviet Union with the necessary equipment to combat the Nazi expansion.
