Abstract

The present work is based on the conviction that we must and can improve the system of production of norms and the governance of our societies through legislation. Along with language proficiency, public policy analysis, sociology of law, and economic analysis applied to law can help make laws that are not only more just, but more efficacious, effective and efficient. At the same time, a theory of legislation can no longer ignore the new forms of regulatory production that are generated by the process of globalisation and the emergence of international regulatory networks.

Carrillo (2005) makes an interesting suggestion on how to govern globalization on a threefold level: world authority, international organizations, and states.
