Abstract
Within the context of space 4.0 and looking ahead at future space exploration programs, this chapter sets the context in which space innovation and exploration activities are being conducted by the Space Agencies and the private sector in the main spacefaring nations. One instrument analyzed to implement these activities in ESA, is the one of partnerships between actors with complementary knowledge and capabilities. Each ESA Directorate has started implementing initiatives along these strategic guidelines, and the chapter offers concrete examples, focusing mainly on the “Innovation in Action” program set out by the ESA Space Exploration teams. This initiative sources ideas for the upcoming exploration destinations such as LEO, the Moon and Mars, following four key steps: fertilization, seeding, selection and implementation. First outcomes from this activity are presented in terms of new partnerships created.

The entire phenomenon is named convergence and it can be classified into four categories: convergence of services, convergence of transmission lines, convergence of terminals and convergence of providers. The driver of this phenomenon is user mobility and the desire to know increasingly about where the user is, where other users are and what is available in the vicinity. This situation implies a continuous “local awareness” of people who travel and move very often. V. La Regina, SatCom Policy in Europe, ESPI Report no. 32, 2011, p. 11.
