Abstract
Canale presents the complex educational landscape of Uruguay, which led to the implementation of Plan Ceibal, a social, educational and language policy designed to democratize and universalize access to technology and to the English language nation-wide. He discusses how universalization and democratization mean different things within this policy, and how social actors in this peripheral country positon toward ideologically charged key terms like technology and English. All these aspects make the policy unique among other 1:1 (one laptop per child) implementations worldwide. Then, he describes the research site (Fleetwood School) and argues why it can be considered a policy blind spot which hasn’t been the object of attention of the policy. Finally, he makes a case for investigating blind spots in education research.

Initially, these were schools that had adopted a partial-immersion language program designed to teach curricular content through the target language. After the 2008 reform, though, the aim has changed and now these schools teach EFL through curricular content. To date, the coverage of this program is rather low since most of the governmental attention is now focusing on Ceibal en Inglés.

“TEFL expert” is the most common denomination. However, certifications and credentials for foreign language teaching vary substantially within the program.
