Abstract
The advent of independence in South Africa in 1994 came with a lot of expectations from the general populace in terms of the government providing services. However, this piled a lot of pressure on the government given the capitalistic nature of the economy. This chapter analyses the government’s balancing acts in service delivery—on one hand, it was trying to use socialist principles to achieve its mandate to the people—while on the other hand, neo-liberal policies were being developed in order to guide the government’s intervention measures. The implication of this balancing act on service delivery and spatial inequality are at the centre of discussion in this chapter.
