Abstract
By providing an extensive literature review, the chapter summarizes the major structural challenges core Arab economies are confronted with. In particular, these structural challenges include high and persistent unemployment among youth and women in the context of young and growing populations and insufficient growth to absorb young generations in the labor markets.

However, in established democracies, too, the motivation of voters to participate in elections and to vote for a particular candidate or party may be driven by an interest to benefit from a candidate of incumbent’s connections and his or her capability to advance the vested interests of voters or narrow constituencies. Public-choice theory with its perception of political campaigning and voting as a mutual bargain makes this presumption plausible.
