Abstract
The study of the precariat (persons excluded from the system of vertical career growth and deprived of essential labor guarantees) is very actual problem in present globalizing society. The precariat creates challenges for the system of replacement of human resources at the regional level. The increase of precariat’s percentage in the economy of Samara region makes it difficult to predict replacement and development of human capital at the regional level. Precariat is more mobile both in labor relations and choosing a place of residence than salary people, so it is faster and easier to replace new jobs. It contributes to the growth of the flexibility of the regional economy and its cyclical fluctuations smoothing. Low labor motivation of the precariat and the short planning horizon make it difficult for highly qualified personnel to appear. Weak loyalty makes precarious people sensitive to changes in the economic situation of a particular enterprise. Unstable employment creates additional risks for the health of the working-age population. It is connected with the lack of socio-economic guarantees, possible deterioration of working conditions and mental health. At the same time the possibility of raising a person’s income through self-employment regulation makes this group of people the most likely users of personalized medicine and private medicine.
