Abstract
If economic condition of a country is not prosperous for foreign investors, one of the methods of investors’ engagement is the creation of special economic areas on the country’s territory. The one of the main tasks of such areas creation is the solution of strategic missions of the state development both in whole and in a certain territory: foreign trade, general economic, social, regional, scientific and technical tasks. Economic growth is achieved due to innovative and investment technologies development, so the strategic direction of government expenditure is the creation of technopoles.
Nowadays territories with a special status have firmly entered into the world economic practice and they are the integral part of international relations. In this article we have brought into focus revival and necessity in support for single-industry towns development, and local authorities should take part in creation of prosperous economic conditions for the activities of enterprises.
In this article the necessity in creation of specialized infrastructure has been analyzed for the promotion of commercialization of scientific research results and technological developments with the help of economic statistics, system analysis and comparative approach.
There are federal and regional budget contributors for the technopoles. Regional authorities do not consider the science as a priority task, due to other concessions. When one grants privileges for regional taxes to the organizations of technopoles, it is only reduce budget revenues, without giving a significant impact. The experience has shown that financial resources of the regional budget can and will be included when it comes to the state regional policy tools applied in connection to technopoles.
This article concludes that technopoles can and should become the centers of realization of integrated scientific and technical tasks in the market economy conditions. For the full functioning of the technopoles, the active participation of the state in their creation and maintenance is required.
