The Structural Changes Impact Estimation While Monitoring the Performance of Energy Efficiency Policy at Subregional Level

Abstract

The evaluation of the performance of policy of municipalities’ energy efficiency necessitates considering the structure of the subregional economy to differentiate the influence of various factors on the dynamics of the economy’s energy intensity to ensure the correctness of inter-territorial comparisons of these indicators. Today, in Russia, the gross municipal product (GMP) and its sectoral structure are not calculated by official statistics bodies. The paper presents the technique allowing to estimate the volume and structure of GMP, as well as to identify the directions of structural shifts of the sub-regional economy. The technique is based on the hypothesis of the Global Urban Observatory (GUO) in the frames of the United Nations Program. According to the hypothesis, the gross product of the region is distributed among municipalities in approximately the same proportion as the gross payroll. We apply the given assumption to the GMP distribution among the sectors of the sub-regional economy. Despite the error associated with the use of this technique, its use is justified due to the limitedness of data available for analysis. The Volgograd Statistics Service (Volgogradstat) has provided data on the gross regional product (GRP) and on the gross payroll of the Volgograd region in the context of municipalities and economic sectors. This has allowed us to perform structural and dynamic analysis of the GMP of the region’s municipalities for 2012–2015 years. We have also carried out the cluster analysis of municipalities by the shares of five aggregated sectors in the GMP structure: the agrarian-bioresource, the raw-material, the industrial, the trade-financial, and the budget-dependent. It’s been revealed that in the period from 2012 to 2015, the total number of industrial and trade-financial municipalities decreased (from 21 to 11). At the same time, the total number of budget-dependent and agrarian-bioresource municipalities increased (from 18 to 27). The identified structural shifts actually contribute to the reduction of energy intensity of the municipalities’ economy, regardless of the measures of energy efficiency policy. However, the revealed trend requires additional substantiation in further research.
