Abstract
This chapter introduces empirical examples of what is actually new about “new terrorism”, firstly regarding the Western democratic world and secondly concerning countries of the so-called Second and Third World. It is shown that “old” socio-scientific criteria are unable to recognise that “Islamic State” (IS) as an actor of new terrorism is simultaneously a quasi-governmental capacity (in the territory under IS control) and a non-governmental actor using operational means of terrorism and irregular tactics as well as regular warfare. Consequently, transnational organised crime, Islamism, Salafism and Islamist terrorism and Jihadism are defined and described in detail. The chapter ends with an explanation of the research design for the following chapters.
