Abstract

The right of a citizen to information regarding the state of the environment is an element of the constitutional and legal status of a person, which is enshrined in the basic law of the state—the Constitution of The Russian Federation (Art. 42). The goal of this paper is to analyze the organizational and legal aspects of the formation and dissemination of environmental information on the state of environmental protection and methods of its provision. Methods: the methodological basis of this research includes the methods of system analysis and synthesis. Results: the paper presents a detailed analysis of the organizational and legal aspects of the formation and dissemination of environmental information on the state of environmental protection and methods of its provision. It defines the concept of “environmental information” and the right of citizens to the provision of the latter. The work also discusses the issues of legal regulation of this right and methods of receiving environmental information, including information and telecommunication networks and their priority meaning. Conclusions: despite the fact that the environmental information issue is regulated by the laws, there are still problems in practice, because the access to the information remains complex. In this regard, it seems appropriate to amend Federal law 7 “On environmental protection”. It is necessary to improve the system of functioning of the Federal Environmental, Industrial and Nuclear Supervision Service Internet website, which contains information regarding the regional bodies of Rostechnadzor and its subordinate organizations; schedules for conducting inspections; registers of licenses for specific activities, licensed by Rostekhnadzor; and information on implementing state control by Rostekhnadzor; legal acts in this sphere.
