Abstract
In this chapter, an analysis on how the division of power between states is performed and what are the consequences for cultural policy across a number of federations is presented. This chapter aims to answer one fundamental question: Which level of government has (greater) cultural powers? Who governs culture? Therefore, the focus of this chapter is on the basic “rules of the game” for cultural policy development. This chapter does not focus so much on the social forces, but, rather, insists on the formal institutional settings under which cultural policy and cultural administration develop. A thorough analysis of constitutional frameworks is provided to situate the power structure surrounding cultural policy.
