Abstract

The purpose of this chapter is to introduce the basic definitions and principles of federalism. This chapter is meant to establish the parameters of what is meant by federalism and federal institutions; it is not meant to contribute further to the criteria that define a federation, but is simply meant to provide general conceptual boundaries of federalism. The first two sections of this chapter present the two core characteristics of federalism: first, as an institutional form or structure for the State; second, as a social and political philosophy (Elazar in Publius 9: 1–8, 1979) that has numerous implications for politics, identity, and citizenship. The third section presents some empirical elements.
