Abstract

The tenants had recognized that low-cost housing was always in danger of disappearing. Either Section 8 or other subsidies were not available, were temporary, refused by owners or costs made units fall into disrepair and vacancy and more profit could be made from new construction that increased density. The organization of the new building created a financial structure to allow for some units to be bought with deed restrictions so the cost would remain affordable, “affordable rentals” were provided to produce cash flow to maintain the low-cost units. This division of occupancy created governance problems as the separate kinds of units created unequal partners. Considerable debate went into this arrangement, and GG members resisted it but gave in to cost realities.
