Abstract
In this chapter, the authors analyse potential transitional arrangements, discussing the possibilities of substantial delays in—or the no conclusion of—a security agreement, alternative models to the UK-EU relationship, dispute resolution and enforcement mechanisms in light of the UK Government’s red line on CJEU jurisdiction, and the UK’s potential reduced influence on future EU internal security.

The colour-coding system is explained as follows in the March 2018 version of the Draft Withdrawal Agreement: ‘The colouring of the text corresponds to the following meanings: text in green is agreed at negotiators’ level, and will only be subject to technical legal revisions in the coming weeks. For text in yellow, negotiators agreed on the policy objectives. Drafting changes or clarifications are still required. Text in white corresponds to text proposed by the Union on which discussions are ongoing’ (p. 1).

The Isle of Man and the Channel Islands constitute a special case, as they take part in the Common Travel Area, but are not in the European Union. As Crown Dependencies, their relation with the EU is governed by the UK’s Treaty of Accession to the EU (they only participate in the free movement of goods and not in the free movement of people).

The EU Policy Cycle is a multi-annual policy-making process, which was adopted in 2010 and is aimed at fostering coherence, continuity and efficiency within EU serious and organised crime policies.
