Abstract
Street outreach is an essential service for connecting people who are living on the streets to housing, disability benefits, and other social services. This chapter describes the core components of street outreach and the values underlying street outreach practice. It also introduces a set of core skills and models used by outreach workers to best serve the vulnerable populations with whom they work.
The phrase “Spark for the Journey to a Dignified Life” is taken from a publication written by Ellen Bassuk (from 1994).

Notes
- 1.
Street outreach does not always seek connection to housing. Some street outreach is more focused on medical services, addiction services, or social services, in general.
- 2.
In 2017, the federal poverty level for a household of 1 was $12,060 per year (DHHS 2017).
