Abstract
GRETA (the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings) states that where trafficking “is not officially established or remains vague, persons who are victims of THB [trafficking in human beings] are convicted of criminal offences, for example purse snatching, pickpocketing or drug smuggling” (2014: para. 189).
