Implementation of Protection and Control Systems in the Transmission SS 110/10(20)/10 kV Using IEC 61850 GOOSE Messages

Abstract

This article describes implementation concept of modern protection and control system in the substation Sarajevo 13 with special reference on using IEC 61850 GOOSE messages for interlocking conditions and protection functions design. Interlocking condition of existing 110 kV gas insulated switchgear has been made by a wire on the GIS local command cabinets’ level. For proper control from P&C cabinets and local/remote SCADA level it was necessary to duplicate the interlocking conditions using IEC 61850 GOOSE messages and to protect the system in communication loss case. The 10 kV switchgear is classic air insulated medium voltage switchgear. The reverse interlocking and busbar protection are implemented by blocking high-set current stage I>> on transformer and coupling bays with pickup of high-set current stage I>> on feeder bays. The signal is transmitted via IEC 61850 GOOSE message. This article describes details for correct parameter settings of high-set current stage I>> in entire 10 kV switchgear considering predicable time delay of IEC 61850 GOOSE message because of Ethernet network. Also the IEC 61850 GOOSE messages are used for implementation of arc protection function in 10 kV switchgear.
