Abstract

Theo van Boven’s leadership sparked important policy innovations that transformed the United Nations capacity to engage in the protection of human rights. Whereas victims of violations of human rights had been petitioning the UN for a long time, it was during van Boven’s tenure that the UN developed the policies, mechanisms and procedures that finally enabled the UN to hear these petitions and to act on them.
