Assessing and Treating Offenders with Mental Illness

Abstract

Jails and prisons house individuals who are vastly disproportionately burdened with mental illness and concurrent substance use disorders compared to the general population. These illnesses are known to lead to poorer outcomes in correctional institutions (e.g., infractions, suicide, and victimization) and upon community discharge (e.g., recidivism, homelessness, hospitalization). However, there is increasingly strong evidence to support the care of individuals with mental illness who come into contact with the criminal justice system to reduce the ill effects for the individual and to support their safe and successful transition back into the community. Here we outline a comprehensive approach, the STAIR (Screening, Triage, Assessment, Intervention, Reintegration) model, to support the recovery and successful transition of offenders with mental illness from admission to community re-entry. We conclude with a discussion of promising innovative approaches and future implications for correctional psychologists in the assessment and treatment of offenders with mental illness.
