Abstract
The functions of data archiving and management range from the establishment of policies governing data acquisition, retention, and access, to the functions of data reception, quality control, cataloging, preservation of data on archive media, and a variety of services provided to near-real time and retrospective users (as opposed to real time, operational users) of archived data and information. These functions are evolving to keep pace with:

New user requirements for services, including improved access to data catalogs, growing quantities of digital data, and improved quality control of data.

New storage, data processing, and communications technology.

Implementation of new satellite systems and instruments, which leads to new data and products.
