Abstract
The alternative for environmental policy making is negotiation about emissions reduction between various interests. The main interests at stake are social organisations such as environmental groups that represent the interests of harmed people, polluting companies that use environmental technologies and innovators who develop and sell new ones. We consider a situation in which policy makers do not intervene directly but instead provide a legal framework for negotiations. The question is: What conditions are needed for negotiations that can reduce emissions at low cost?
