Abstract
If to progress with environmental policy at a reasonable costs a question is: Will expenditure on environmental innovations provide a social benefit? The answer is relevant to underpin the funding of technology development. It must be given without knowing the costs and effects of innovations during use at the moment of decision making about technology development. Streamlined cost functions are used to determine if it is more attractive to invest in technology development (innovation) or to improve an available technology during its use (adaptation).
