Abstract
The death of an individual at the time of arrest or in police custody has the potential for generation of civil litigation, criminal charges against law enforcement personnel, and, on occasion, riots. Some segments of our society are distrustful of police. On occasion, this distrust is justified. In most instances, however, there is no misconduct. The situation is often aggravated by the news media, which seems sensation-driven. Thorough investigation and thoughtful analysis of an incident is often lacking.
