Abstract
In selecting tools for quality measurement, it is important to recognize that some aspects of quality cannot be measured. For these, other quality assessment techniques such as professional opinion or the presence of selected indicators should be considered. It may be helpful to draw up a list of the areas of the directorate’s work that could be measured.
