Abstract
Reform is the improvement, amendment, or correction of that which is wrong, corrupt, or unsatisfactory. It involves striking at an existing condition, which implies that there are a number of participants and allies interested in the activity’s continuing. If reform is undertaken in a vacuum, the forces affected will work and coalesce to defeat the effort. Strategy, tactics, and planning are paramount. Available opportunities must be seized, timing must be considered, and a climate that is receptive to reform created.
