Abstract
In this chapter, I want to consider the way in which British community services are developing as institutions are closed. Firstly, I will survey the development of community-based residential services in our own work and the results of their evaluation. Then I will comment on the factors we think might be important in explaining their performance and illustrate one attempt to tackle them. Finally I will draw attention to some limitations of this and other work and suggest some possible future implications for service development in Britain.
