Abstract
Continued dissatisfaction with the dominant model of community care has produced a climate for a shift of emphasis, towards a more useful conceptualization. The ‘community care’ framework, which for 30 years between 1960 and 1990 provided model problems and model solutions, has become obsolete in the design, planning, implementation of evaluation of human services. As the dominant model has lost its utility, an alternative model has been required to provide a more economical and pragmatic understanding.
