Abstract

Social insurance and medical care

  1. a.

    Good medical care turns out to have a very high priority in the variety of wishes of the citizens in the area of the western culture.

  2. b.

    Social insurance makes individuals entitled to medical care by means of an insurance-system and gives thus individual security with regard to good medical care desired by everyone.

  3. c.

    The state of the medical care in a country must make it possible, in principle, to cover the individual needs of the insured people within the frame of a social insurance.

  4. d.

    Social insurance has an ‘attracting’ effect to the extent of medical care; in other words: social insurance promotes the medical care to an optimum.

  5. e.

    From the point of view of the individual as well as from the point of view of the collectivity, the incorporation of medical care or parts of it into social insurance raises the level of public health in a country.

  6. f.

    The incorporation of medical care into social insurance makes it usually possible — contrary to direct financing on account of the budget of the state — to develop medical care without direct limiting influences, which often result from the choice of priorities ruled by political purposes, in regard to other elements of governmental care within the state-budget.
