Abstract

The critical role of effective treatment in drug policy has been strongly emphasized in several recent studies of both national and international scope (Edwards, Strang, & Jaffe, 1993; Falco, 1992; Reuter, 1993). Among the most important factors that determine the effectiveness of treatment programs as countermeasures to drug dependence and abuse are the accessibility of essential services and the maintenance of patient contact with those services (Ball & Ross, 1991; Hubbard, Marsden, Rachal, Harwood, Cavanaugh, & Gainsburg, 1989; McLellan, Luborshy, Cacciola, Griffith, McGahan, & O’Brien, 1985; Simpson & Sells, 1982). A major impediment to the establishment, maintenance, and expansion of treatment services for drug abusers, however, is identifying accessible sites where programs can be offered.
