Abstract
Program evaluation involves the systematic collection and analysis of information about alternatives. Evaluations may be informal and quick, or they may be complex, highly structured efforts. But regardless of their size, all evaluations are subject to the same general rules. Even though an evaluation may have a small budget or a short time frame, evaluators need to follow the same rules or guidelines so as to provide accurate and precise answers to the comparisons they are trying to make.
