Abstract

Ultimately the only way that children will be protected and sexual abuse prevented is by ensuring that sex offenders no longer offend. As long as there are perpetrators seeking opportunities to molest children abuse will occur. The saying ‘where there’s a will there’s a way’ is all too true in this context. This is why the treatment of offenders has been placed in a chapter on prevention.
