Abstract

In 1979, in a memorandum to the Royal Commission on the Health Service, ACAS drew attention to problems in the development of appropriate local collective bargaining machinery in the NHS. It said: ‘the most troublesome IR problems occur because of the absence of machinery at District level’.1 This condemnation went to the very heart of the Whitley system. The whole point of the Whitley Council machinery was to establish uniform terms and conditions of service at national level but applied locally through joint consultative committees (JCCs).
