Abstract
When negotiations become deadlocked for whatever reason then the parties either resort to a stoppage of work — a strike or a lockout — or seek outside help (third party intervention, which in extreme cases means arbitration). Industrial action or arbitration normally are used in cases of disputes of interest when new conditions of employment are sought. They are rarely used for disputes of right over the interpretation of existing agreements. The Pay Review Body initiative can be viewed as a form of arbitration to prevent, rather than to settle, disputes of interest.
