Abstract
The purpose of Chapters 5 and 6 is to provide an interpretation of the shift in government policy towards the mangement of doctors and the NHS which has been described in previous Chapters. The interpretation offered is complex, incorporating six major variables whose interaction, it is argued, produced the Griffiths Inquiry and the other managerial innovations outlined in Chapter 4. The present Chapter is concerned to identify and outline these six variables, which are:

perceptions about Britain’s economic performance;

demographic trends in Britain;

technological developments;
-
public opinion;
-
parliamentary actvity; and

pressure group activity.
