Abstract
The markets for many IT products and services are global. European manufacturers have suffered in the past from having a small home base in a fragmented European market. Progress towards a single market depends on the creation of a common set of standards and an opening up of public purchasing. These standards will enable IT equipment to be linked and work together, regardless of the make of equipment or its geographical location. Open Systems standards will thus create a free and open market for IT products and services, enabling manufacturers to compete on equal terms, and offering users the widest possible choice.
