Abstract
Having examined the perspectives of consumers in the last two chapters, we now turn to the second main influence on the quality of care. This chapter gives a comprehensive description of the effects of changes in policy and law on the health care of elderly people, using case studies. The key environmental influence on the quality of care comes from the activities of central government in controlling and changing services through reorganizations.
