Abstract
I appear before you today as an ex-bureaucrat. Consequently, I am able to tell you about risk and uncertainty and how it affects, or does not affect, decisionmaking in the Federal Government. I can finally tell it like it really is—without thoughts of loyalty to my former employer, the Federal Government. I plan to lay it all out and be the Jack Anderson on risk and uncertainty in Federal decisionmaking.
