Abstract
The purpose of this paper is to present a heuristic network design and decision procedure (NEtwork Design and Decision) for long term network planning. NEDD incorporates a powerful design algorithm and a fuzzy dynamic programming procedure which allow the network designer to evaluate alternative design strategies based on multiple decision criteria. NEDD helps to identify robust topologies satisfying a range of requirements and design criteria, and points of transition when a topology must undergo major restructuring. NEDD is not dependent upon a particular form of technology. It is a general procedure that can be applied to many types of network design problems.
