Abstract

An estimated one million individuals in the United States inject drugs (Institute for Health Policy Studies, 1990). Injecting drug users (IDUs) represent the second largest group at risk for human immunodeficiency virus (HIV) infection, and are the primary source for heterosexual and perinatal HIV transmission (Centers for Disease Control, 1991). Drug injection is more highly concentrated among poor and socially marginal groups. Rates of HIV infection among IDUs vary according to geographical location and generally range from 0% to about 20% (Centers for Disease Control, 1991). In areas such as New York City and Newark, New Jersey, however, over 50% of all IDUs may have been infected (Caussy et al., 1990; Lee et al., 1990). Therefore, the reduction of high-risk behavior is a critical issue in the drug treatment field.
