Abstract
There is a consensus being developed in Washington for new government-sponsored efforts to encourage technological innovation as a partial means of increasing the competitiveness of American companies. Toward that end, Congress and industry have begun focusing on the resources of the national laboratory community to help companies use new technologies. It is a foregone conclusion, following the end of the Cold War, that these laboratories need to develop new missions, and that their activities will begin to see a more immediate result in the civilian rather than the military sector.
