The authorization, placing on the market, use and control of plant protection products within the European Community is controlled by Council Directive 91/414/EEC. The importance of plant production, the role of plant protection products, the removal of national barriers to trade, the harmonization of national legislative provisions relating to the authorization of plant protection products, provisions as to data requirements and decision making criteria, and a high standard of protection for health and the environment are all provided for, or highlighted in, the Directive. Detailed rules for the evaluation of data submitted and for the authorization of preparations by individual Member States (Uniform Principles) are currently being developed.
