Abstract
The levels of exposure of individuals to non-ionizing radiation (NIR) within the frequency range of 3 kHz to 300 GHz have been detailed in a number of national standards. Most of these standards within the North Atlantic Treaty Organization (NATO) countries are based on the principles of induced body currents for the lower range of frequencies, and the thermal or specific absorption for the higher frequencies.
This paper describes methods of practical control of Non-ionizing Radiation Hazards (RADHAZ) with a view to ensuring an adequate yet flexible approach to RADHAZ control measures throughout NATO. It describes the relationship between RADHAZ and other safety factors associated with typical Radio Frequency Emitting Systems (RFE).
Due to the diverse nature of RFE that may be encountered, identification of the hazards is often difficult. This paper describes an ordered approach to the control of both RADHAZ and secondary hazards which, if ratified, will permit a consistent approach to RADHAZ throughout NATO.
Reference is made in this paper to other NATO Standardization Agreements which may be found to be applicable or of assistance.
