Abstract
It is conventional to mark 1954, the year of the U.S. Supreme Court’s famous Brown decision, as the beginning of the great school busing controversy. Indeed, that landmark case spelled the doom of the dual school system, as well as the end of many other discriminatory policies and practices against blacks and other minority groups. But at the time of Brown, the battle was in the South, which challenged the Court’s basic goal of ending separate schools for blacks and whites. Could anyone have foreseen that the greatest controversy would not be over the goal of Brown, but over the remedies imposed to attain that goal, especially school busing? This controversy over busing has lasted for almost two decades, touching every part of the nation, and is still smoldering in many cities today.
