Faced with protecting threatened Bighorn Sheep habitat yet accommodating energy exploration in Wyoming’s Shoshone National Forest, Forest Supervisor Steve Mealey summarized his dilemma with these words:

We face some tough decisions. The law asks bureaucrats to do things we don’t know how to do sometimes. But that doesn’t take us off the hook. (High Country News, November 29, 1983, p. 4)

Mealey, like all agency decision-makers, must balance the many competing interests with a stake in national forest management, and then render a decision. How he might successfully do so, however, has never been adequately prescribed.
