Racial, Ethnic, and Gender Employment Segmentation in New York City Agencies

Despite the media’s growing concern about Hispanic influence on the political process, very little has been written about their involvement in urban government (Mladenka, 1989). This omission has been especially noticeable for Puerto Ricans, whose association with big city government is one of the longest among Latino groups in the nation. Indeed, the Puerto Rican economic and political experience in the United States has largely been shaped by resource allocations in New York City. Given the lack of a viable entrepreneurial base and a continuing history of discrimination among private employers, the progress of a large segment of the Puerto Rican population has been influenced by local governmental decisions about resources for education, welfare, and jobs (Falcon, 1984; Rodriguez, 1989).
