Abstract
Over a decade ago, Wyatt V. Stickney (1972) established the presumed minimal requirements for a safe and humane living environment for mentally retarded persons. This class action suit marked the onset of institutional reform in the United States. Gunzburg and Gunzburg (1979) offered the following insight into the current state of institutional living environments:
The overprotection and oversupport apparent in our institutions is neatly camouflaged by providing modern comfort, labour-saving devices, domestic staff, canteen facilities, colour television sets, lounges with larger windows, colour schemes and soft furnishings—a club atmosphere, relaxing and pleasant, where people can vegetate in more comfort than in the past with their cheerless and cold environments equipped only with the bare essentials. (P. 161)
